The strategy of the participants (i.e service providers, requesters and brokers) involved in the negotiation should be defined. This strategy could be defined in the form of a set of rules that specify when an action like a generation of a new offer (i.e. service quality specification) or the acceptance or refusal of an offer should be taken [CD-JRA-1.3.3]
