Business Rules define the business terms and facts (structural assertions) as well as the constraints underlying the business behavior (action assertions). Business rules represent core business policies. They are represented as compact (declarative) statements about an aspect of the business that can be expressed within an application in unambiguous terms that can be directly related to the business and its collaborators and as such they determine the route of action to be followed.
